Read the owner's partner-programme balance: {withdrawable, reserved, currency}. Amounts are decimal strings in RUB. \`withdrawable\` is already net of \`reserved\`; \`reserved\` is money frozen by a payout hold in flight. Takes no arguments — the partner is derived from the connection.
