Cancel an event by `seqNum`. Final: a cancelled event cannot be reopened (create a new one instead). A listed event leaves the Афиша; its links stay addressable. Registrants are not messaged by this call. Cancelling an already cancelled event changes nothing. Errors: FAILED_PRECONDITION for a completed event; NOT_FOUND for an unknown seqNum.
