Owner only. Issue one fresh single-use link per operator group role that is not bound yet (Settings, Operations, Open Lines). The owner opens each link in Telegram, picks or creates a forum supergroup and keeps the suggested bot admin rights; the bot binds that group to the role and adds the technical account itself. Each link works once and expires at expires_at; calling again issues new links for the roles still unbound. When body.kind is "wait", body.wait_for gives retry_after_seconds: call again only after it. Read the binding status per role from get_onboarding_state (body.supergroups.roles): pending or bound, the technical account pending or joined, and the last refusal code.
