Prepare a delete or money tool call (risk destructive or money) by tool_id + params: checks scope and params and holds the exact call server-side for a short time. Show the returned summary to the client; after their explicit yes run execute_admin_write with the same tool_id and params {preparation_id, payload_hash}. Secret arguments (secret_inputs) are not held: pass them again as params.secret_params. Each preparation runs once.
