Assign a performer to a pending booking that has none. Pass `resource_seq_num` to choose one, or null for «любой свободный» — the first resource free at that hour. A booking needs a performer before `booking_prepare_confirm`. Refused when the booking already has one, has no time yet, or nobody is free.
