Prepare a booking ON TOP of an hour another booking already holds — the operator's deliberate double booking. Returns the immutable prepared scenario naming who holds that hour (their `booking_seq_num`, `user_seq_num`, status) to show the human before calling booking_execute_overbooking. A free hour is refused — book it with booking_create. Changes nothing by itself; clients booking themselves are still refused an occupied hour.
