Replace the WHOLE list of exact origins form destinations may be delivered to (not a patch: send every origin to keep, at most 50). Each origin is `https://` plus a public DNS host, e.g. `https://crm.example.com\` — no other port, user, wildcard, path, query or fragment; it is stored lower-cased, IDN as punycode. Call it before `site_form_declare` names a webhook or external_api destination on a new origin. Dropping an origin a declared form still sends to is refused: redeclare that form without the destination first. Returns the stored list and `missingOrigins`, as `site_egress_origin_list` does.
