Delete a password by `id` (from `site_password_list`). Refused with `SITE_PASSWORD_IN_USE` while a rule names it: first change those rules with `site_gate_set` or remove them with `site_gate_remove`. Everyone who entered with it is signed out, and the value cannot be restored. Returns `{id, removed}`.
